A lien is placed on a vehicle if there is an outstanding loan (debt) owed to a financing company. A vehicle with a lien on it is owned by the financing company, not the seller. The financing company must get paid first and the seller second. You cannot transfer a vehicle without removing the lien on it.

If a vehicle has a lien on it, get the seller to pay off the loan and provide a lien release letter. Alternatively, you can pay off the loan, get a lien release letter and pay the seller the remaining balance. Create a contract outlining the details of the transaction and pay with a bank draft (paper trail). If the seller does not agree to these terms of condition, walk away. Otherwise, If you buy a vehicle with a lien on it, the vehicle will be repossessed by the financing company at your loss - costing you $1000's!
